Lower Eye Cream

I'm guessing here that the best under eye cream is for the upper cheeks, oh, maybe for the lower eye lid, always forget about that one, if that's case I don't think I would really need it. Seems like my upper eyes have most of the problems, though I really wouldn't know, I've never tried an eye cream before.
