I'm not entirely sure what a dowel pin is, but if they're anything like what we used in woodwork class back in the day, then I have a fair idea.
My understanding is it's a piece that fits into holes on two objects to fasten them together, but these ones are made of metal, I'm not to sure how that works but I'm sure it does.
