Dog Fencing

I can't quite get my head around this wireless fencing for dogs, I guess it's like if the dog breaks the perimeter of the fence you'll get a notification or something, I also can't quite figure out if the collars are electrified. I haven't been a dog owner for years so I guess I'm a little out of touch with the whole keeping a dog factor.
